CCI MINUTES

1.31.06

Chairman Peter Howison opened the meeting at 7:04 pm in the Dunes City hall .

Those in attendance were Dick Anderson, Darlene and Marv Beckman, Dave Bellemore, Mark Chandler, Ian Chun, Rick Cox, Charlene Day, April and David Dumas, Audrey and Ralph Farnsworth, Gregg Hicks, Peter Howison, Sharon Huff, Richard Koehler, Judy and Norman Martin, Eugene Mc Gee, Susie Navetta, Bob Read, Gordon and Lori Robertson, June Sathe, Theresa Sathe, Troy Sathe, John Stead, and Gerry Wasserburg for a total of twenty eight people.

The agenda included:

1.  Approval of the Minutes

2.  Phosphorus Ordinance – comments from the Planning Commission

3.  Erosion and Sediment Control – sub-committee report-compare with Ord. 154

4.  Stormwater Reduction Ordinance

 

1.  Approval of the minutes – Judy Martin added some information and Mark Chandler made a motion to accept the minutes as corrected and Dave Bellemore seconded the motion.  The minutes were approved.

2.  Mark Chandler said the Phosphorus Ordinance still needs a Purpose statement.  It was noted that the purpose statement goes above the definitions.  In the Health and Safety ordinances, the definitions will be for Erosion and Sediment Control, Phosphorus Reduction and Stormwater Reduction.  All of the ordinances will have public hearings.  The recommendations, from the Planning Commission, on the Phosphorus Reduction Ordinance were added to the document. A penalty section will need to be added.

3.  1.112 Applicability. 

Add  D. Land Disturbance

Mark Chandler will make the changes and place the statement “no soil land disturbance” at the top of Darlene Beckmans sign off form.

1.113 Exemptions.

Add exemption for a topographical map.

Dave Davis made a motion on a single development change from 6 % to 12 % Judy Martin seconded the motion.

Judy Martin said, “even in the case of an exemption there is responsibility”.

Dave Davis recommended, “no erosion control on less than 1 acre and less than one acre would not require an erosion map”.  Dave said he used 300 bales of hay on his last project. 

Darlene Beckman wanted to use the sign off system.

Ron Mann said, “exempt land disturbance on small projects” and “let up on builders”.

Mark Chandler stated that Curry County Code “2002 – applies to all lands – all vegetation removal.  A. 800 sq. ft.,  B.  2000 sq., ft.,

Norman Martin made a motion to change to over one acre and to use Darlene Beckman’s sign off form, the second came from Gerry Wasserburg.  The vote was 16 for and 13 against, motion carried.

All changes must match Ordinance 154.

1.115 A. 

Add a topographical map. 

Darlene Beckman said, “use the sign off agreement, along with chapter 154, keep it on your own land, make the owners accountable and submit an erosion control plan and then apply the penalties in 10.99 of the Code Book. “.  Gerry Wasserburg said the statement is not a substitute for code.  Inspectors would visit the site 3 times.

4.  Stormwater Reduction is still being worked on by Tim Bingham at LCOG.
