Johan Hogervorst opened the meeting at 7:14 in the Dunes City hall .

Those present were Darlene and Marv Beckman, Dave Bellemore, Mark Chandler, Johan Hogervorst, Peter Howison, Richard Koehler, Susie Navetta, John Stead, and Gerry Wasserburg.

  1. The minutes of August 2, 2006 were approved as corrected.

  1. Report from LCOG – Mark Chandler reported that Denise Walters has spent 12 hours on 155/156 code revision.  Johan Hogervosrt reported the Gary Darnielle had not returned his call, but Tim Bingham was working on the Stormwater runoff ordinance and it should be finished in a few days.

  1. DEQ Certified Inspectors – Mark? Kasinski informed Johan there are three ways to be certified: 1. by Lane County (NSF), 2. one of two classes (Mark Corriea from Wally’s Septic recently took the state classs), 3. Hours of Environmental Health License classes.  A decision may be made by the state by late October as to who would be qualified to inspect and evaluate existing septic systems in Dunes City .  The committee discussed how long the procedure was taking, Gerry Wasserburg will send a letter to the Governor of Oregon asking him for assistance in this matter.  Susie Navetta will send Gerry an e-mail reminding Gerry to include the fact that little Dunes City was the first city to write and approve a Septic System Maintenance Ordinance.

  1. Update on Beckman discussions with George Ehlers on Septic Standards – did not happen.  A discussion on “Lysimitors” by Gerry Wasserburg made everyone present aware of how Lysimitors (holes for testing) work.  The two meter holes drilled in the ground measure the flow (how fast it goes down).  Dave Bellemore said that education of the public would cause people to upgrade on their own. A dye test or chemical analysis could be taken through the distribution box.                                                     

  2. Update on contractor/builder list and planning for August 23rd meeting with builders – Darlene said she was working on a list.  Johan Hogervorst and Gerry will be putting a power point program and a questionnaire together for the builder and contractor meeting.  In his presentation, Johan will be showing the source of pollution to Little Woahink Lake during the rainy season.  Johan will request photographs taken during the road construction at the site and the recent log disaster at Woahink Lake .

  1. Discuss Erosion Control Ordinance – The committee spent the next two hours going over the ordinance line by line while making corrections.  Work will continue next Wednesday on the ordinance.

  • Johan Hogervorst and Gerry Wassserburg will be working a power point program for the contractor/builder meeting.

  • Darlene Beckman will supply list of contractor/builders
