Peter Howison opened the meeting at 7:30 .

 Twenty people were present including Darlene and Marv Beckman, Dave Bellemore, Clare Brien, Mark Chandler, Rick Cox, Audrey and Ralph Farnsworth, Eric Hauptman, Greg Hicks, Peter Howison, Richard Koehler, Susie Navetta, Ron Mann, Gordon Robertson, Gary Rose, Dan and Sue Scarberry, John Stead, and Gerry Wasserburg.

 The group formed a circle to include everyone in the conversation.  The open conversation with the Contractors and Builders centered around the ‘disturbance of land surface area’.  In 1.112 of the Erosion and Sediment Control Ordinance - the contractors believe it is not the amount of soil one disturbs that causes the problems, but the sedimentation that follows. There was a long discussion about how many square feet of land surface area would require a permit.  After an eye opening discussion the MSC concluded that their numbers were too restrictive and it was time to go back to the drawing board.  Other topics of interest were:

·        Dirt must stay on the property.  No more than one cubic foot can leave the property.

·        When a permit is necessary.

·        Tree Mitigation

·        Inspector required.

·        Add fees to pay for enforcement.

·        Different paths for a single house.

·        Different paths for a PUD.

·        Emergency Response.

·        Emergency Repairs.

 Both groups came away from the table with a better understanding of the other side.  The MSC will take this information back to their committee consideration and rewrite.  After a final draft the ordinance will go to the Planning Commission and on the City Council for public hearings and adoption.
