[*Remember the topic for the Oct. 11th meeting was changed by the Council to Land Use and the topic of the Oct. 18th meeting will be Erosion and Sediment Control.]

The meeting was opened by Peter Howison at 7:05 .  Johan Hogervorst appeared at 7:06 and took over the meeting.

 Those attending the meeting were Darlene and Marv Beckman, Dave Bellemore, Mark Chandler, Steve Chun, Audrey and Ralph Farnsworth, Johan Hogervorst, Peter Howison, Richard Koehler, Susie Navetta, John Stead, and Jerry Wasserburg.

The minutes were reviewed and accepted as corrected.

A discussion for the name change of our committee after the Moratorium ended.  It was agreed that we would change the name to Moratorium Support CCI

On Thursday, September 14th the MSC will be making a presentation to the Council during the scheduled Work Shop.  Individual presentations will be made in the following order:  Johan Hogervorst, Gary Darnielle, David Bellemore, and Jerry Wasserburg.

The new ordinances will be opened up for public review, sent to the Planning Commission and then on to the City Council for review.  They are the Erosion and Sediment Control, Higher standards for Septic Systems and the Land Use 155/156.

The time line for the review:

Erosion and Sediment Control Ordinance – Oct. 11th

Land Use Ordinance (red line version) – Oct.18th.

  • Johan Hogervorst read us the draft letter that he will ask Mayor Sheldon Meyer to sign and send off to DLCD concerning the accomplishments of the MSC.  The letter goes over the 6 tasks that the MSC committed to address.  The committee has spent many hours on the new ordinances along with some help from Mark Chernaik and LCOG.

 

#1.  Higher Standards for new or failed septic system replacements are being proposed.

#2.  Best Management Practices (BMP’s) are being introduced into the new ordinances.

#3.  Septic System Maintenance Ordinance is ready for implementation.

#4.  Education and Stewardship resulted in the “Festival of the Lakes” celebration.

#5.  Survey of the Lakes - the results of the map and the sound tracts will be given to the City and stored for future use.

#6.  Report on the progress of the MSC.

#7.  Fertilizer and Phosphorus.

 

  • Gary Darnielle from LCOG will make a presentation on the 155/156 red line version of the land use and zoning code.

  • David Bellemore will be speaking on the Erosion and Sediment Control Ordinance.  Richard Koehler will put it in a PDF file for use by the council.

 

  • Jerry Wasserburg will summarize the Higher Septic System Ordinance.

 Peter Howison’s recent correspondence with Mark Chernaik about seeking Financial Aid for residents with failed Septic Systems has opened some new doors.  The EPA has large grants for the Targeted Watershed Grant (TWG) from $600,000 to $900,000.  The grants would be available to residents (with financial need) with failed systems to pay the difference for higher standard systems.   The deadline for this grant will be November 15, 2006 .  Johan will ask for council approval as Mark Chernaik will be paid $750 to write the grant.

 Another grant 319 Grant for DEQ will come due in October.  Johan, Jerry and Mark Chandler will resurrect this grant (with Council approval for $750) and send it Mark Chernaik for October submission.

 A discussion about the rumor on imported fill in Dunes City lasted almost one second long.

 The MSC looked over the Storm Water Management Ordinance and decided it did not fit our community.  We have been working with Tim Bingham, Senior Planner of LCOG and it was determined that Tim has not been to Dunes City .  The Eugene storm water manual we would be using would be too large to be effective and written for storm drains on the 2 year flood plan.  We need one written for the 100 year flood.  This plan will require some local attention before it can go forward with LCOG.  Mark Chandler thought we should look at the Curry County ordinance.

 The Moratorium Support Committee CCI (MSCCCI) will be meeting next Wednesday.
