Johan Hogervorst chair his last meeting of the MSC/CCI by opening the meeting at 6:15 pm .

The early meeting time was due to the discussion of the Phosphorus Limiting Ordinance.

In attendance were Darlene and Marv Beckman, David Bellemore Cynthia Chandler, Steve Chun, Gary Darnielle, Audrey and Ralph Farnsworth, Johan Hogervorst, Richard Koehler, Susie Navetta, Lori Robertson, and John Stead.

The 319 grant for monitoring the lakes was the first topic of discussion.  November 21st is the deadline for the grant.  Johan Hogervorst has been in contact with Mark Sytsma for Portland State University who will be not only be writing the grant, but doing the monitoring of the funds.  The Siuslaw Watershed Council will support the grant.  All information will be sent ahead to Bobby Lindgren of DEQ for perusal.  The Total Maximum Daily Loading (TMDL) on Siltcoos Lake is of great concern and we will probably have to deal with the designation this year.  Siltcoos Lake is listed for “Weed Plan” and Woahink Lake should write a “Drinking Water Plan”.  This is a two year program and Mark Chandler will now head that project.

The second item on the agenda was the new Phosphorus Limiting Ordinance.  The name and purpose of this ordinance changed last month.  All references to “Higher Septic Systems” had been deleted.  After discussion of the ordinance it was decided that David Bellemore would make the changes, and send them to the committee, so we should have a completed draft by next Wednesday.

According to Johan Hogervorst all statements Erosion Control Ordinance Session will be posted on the Web site.

Safe Harbor ” versus Goal 5 and 6.  Cynthia Chandler will contact Pam Blake to discuss the merits of Safe Harbor pages 65 and 66 or would goal 5 and 6 protect our lakes more?   One of the concerns is the 25’ set back.  Gary Darnielle will be looking for an expert.  In the past we have not had enough information to use Safe Harbor .

Gary Darnielle will be responsible for making and saving the changes in Ordinance 182.  He will merge the two sections on PUD’s into one section making the document easier to read.  This week Gary will look into Conditional Uses, page 37, for 2 (not family related) or more units and find some good examples.  Other changes include removing the references to the Master Road Plan.  Gary said the Master Road Plan is a tool and should have a hearing before being sent to state for approval.  Limited Land Use Decisions” under Type IV will be clarified as well as “Enforcement”.

Darlene Beckman and Cynthia Chandler will meet to discuss “Site Review”.

John Stead went over his definitions (from A to Q) and will finish the remainder this week.

Gary Darnielle explained the site review process to Cynthia Chandler.

Ralph Farnsworth gave a tribute to Johan Hogervorst for all the work he accomplished in such a short time.  The MSC/CCI is thankful that Johan came to the Council at just the right time.

The next meeting of the MSC/CCI will be on November 22, 2006

Dave Bellemore will make the changes on the Phosphorus Limiting Ordinance and send them to the committee to study before the next meeting.

Gary Darnielle will merge the two sections of the PUD’s and send them back to the committee for study, will be looking for an expert on the safe harbor policy, and he’ll be keeping the changes in 182.
