Peter Howison opened the meeting at 7:01 pm .

Those in attendance were Darling and Marv Beckman, David Bellemore, Cynthia Chandler, Rick Cox, Gary Darnielle, April and David Dumas, Ed Dusel, Dave Davis, Audrey and Ralph Farnsworth, Alice Helmuth, Peter Howison, Richard Koehler, Judy and Norman Martin, Christine May, Susie Navetta, Carol Retzer, Gordon Robertson, Debbie Sherman, John Stead, Gerry Wasserburg and Ron Mann.

The minutes were approved as written.

The first topic of discussion was the Riparian Corridor on variances, page 67, to include riparian wordage using the same language as the Administrative Rules (OAR’s).  Also add the Site Review Permit and the Conditional Use Permit.

A Motion by Dave Davis to approve a $250 Maximum fee system for an appeal.   The second came from Gerry Wasserburg.  The vote was 15 for and 4 against.

A Motion by Alice Helmuth to retain the 3’6 (4’) fence height in the front yard.  The second came from Gerry Wasserburg.  The vote was 15 for and 2 against.

A Motion by Norman Martin to allow present fences to remain in place.  Judy Martin made the second and the vote was 2 for and 15 against.

RV Parks – remove criteria on page 49, delete page 155 to 163, revisit page 32 of the Comprehensive Plan.

Site Review – page 122, replace #9, tree map 155.4.2.9.  For Subdivisions and PUD’s use current code wordage on page 27 as it applies to building permit natural vegetation site analysis map.

A Motion was made by Gerry Wasserburg with a second by Alice Helmuth to maximize preservation  of vegetation by:  Section A.  For a property containing less than 16 trees per acre with a diameter greater than 8” at 4 1/2 ‘ above the average grade the map shall include the location of every tree of said diameter or greater.  Section B.  For a property containing more than 15 trees per acre with a diameter greater than 8” at 4 ½’ above average grade the map shall include the outline of the areas with stands of trees 8” diameter and specific location of all trees with a diameter of 12” or more at 4 ½’ above grade.  The vote was 10 for and 4 against.

The remained of the time was spent on the definitions.

The meeting adjourned at 11:00 pm
