Erosion Control CCI  Minutes              

April 11, 2007

 

Chairman Peter Howison opened the meeting at 7: 04 .

Those attending were Dwayne Ash, Linda Ash, Carol Barbie, Greg Barnes, Wendy Barns, Darlene Beckman, Marv Beckman, Dave Bellemore, Janet Carroll, Cynthia Chandler, Mark Chandler, Rick Cox, Jerry Curran, Adam Dumas, April Dumas, David Dumas, Audrey Farnsworth, Ralph Farnsworth, David Heller, Lori Heller, Dean Hudson, Peter Howison, Mary Hudson, Michael Jackson, Richard Koehler, Scott Laundry, Eggert Madsen, Judy Martin, Norman Martin, Susie Navetta, Debbie Pasternak, Gerald Rearin, Gordon Robertson,  June Sathe, Theresa Sathe, William Sathe, Pat Shitzma, John Stead, Jerry Wasserburg and one name too hard to read for a totals of forty (40).

Norman Martin asked for the minutes of the last meeting on February 14th 2007 .  The last meeting was a MSC meeting was a MSC meeting to establish a sub committee to work on the Erosion Control and Sediment Control Ordinance.  The meeting lasted 37 minutes. 

The meeting prior to that was called a CCI meeting where Peter Howison explained the process of finishing the moratorium charges.  The meeting lasted 34 minutes.

Peter Howison read the reasons for having a CCI meeting from the Dunes City Comprehensive Plan to the citizens.  Jerry Wasserburg told the history of the Erosion document and commended Dave Bellemore, Mark Chandler and especially Rick Cox and Gordon Robertson for their work on the ordinance.

Dave Bellemore said, “They started out with the ordinance from Curry County , but they had to make it so everyone can work with it”.  Mark Chandler noted that, “The Curry County Ordinance came from The Department of Environmental Quality (DEQ) and the Department of Land Conservation and Development (DLCD) to develop water quality protection by using the ‘Water Quality Model Code’”. 

The next topic of discussion was the “3000 sq. ft. of disturbed area”.  Someone asked for a definition of the word “Garden”.  William Sathe wanted gardens to be exempt from the ordinance.  Norman Martin asked for definitions in general.  It was explained again that the definitions for all three of the new ordinances in a section under health and safety would be added to that section on completion.  Those ordinances are Erosion and Sediment Control, Phosphorus Reduction, and the Storwmwater Reduction Ordinance.

Norman Martin made a motion that; All gardens should be exempt for over 3000 sq. ft..  Cynthia Chandler made the second and thought we should also consider slope and riparian areas.  Dave Bellemore then made a motion to amend the motion with “15% of the slope”.  Judy Martin said we have erosion plans for gardens in ordinance 154.  Linda Ash reminded us that we still had stinky water in Woahink Lake from the agal bloom.  Mark Chandler said the plan for a garden was a simple hand-drawn plan.  William Sathe wanted to know the cost for the garden permit.  John Stead commented Siltcoos Lake is on a 303D status and next year that will have to monitor the “total maximun daily load”.  Mark made a motion that a simple Erosion and Sediment Control Plan shall be used for planned land disturbance of greater than 3000sq.ft.with slopes less than 15% or for planned land disturbance of greater than 1000 sq. ft. if any potion of land disturbance occurs within 100 horizontal feet of the high water level of any lakes of Dunes City .

The vote was 11 to exempt gardens and 24 opposed to exemption.  Motion fails. 

Jerry Wasserburg said a garden plot plan should not be in the riparian area and should have a 50’ or 100’ set back from the water.  Darlene Beckman wanted to know how to design a garden plan.  Dave Bellemore suggested that the plan be a simple pencil drawing by the resident to the planning secretary would little or no cost.  Eggert Madsen said that Eugene demands permits for a couple of hundred bucks.  Dave said a simple (garden) plan could be cheap and standard (development) plan would cost more.  Gordon Robertson said, “Land disturbance is land disturbance, but flat land could go to a larger disturbance”.    Mark Chandler made a motion to implement the simple plan to up to 3000 sq. ft.  Eggert Madsen made the second.  The vote was 28 for the motion and 6 against.  Motion passes.
