Stormwater Workgroup meeting minutes

1.     Call to Order  

The Stormwater Workgroup meeting was called to order by Chairman Gerald Wasserburg at 2:00 p.m.  

2.     Roll Call  

Present:    David Bellemore , George Burke , Lee Riechel , John Stead , and
Gerald Wasserburg .  

Absent:     None  

Also Present:  Lisa Ekelund, Planning Official.  

3.     Approval of the minutes  

  • Approval of the minutes of 04/13/10  

David Bellemore made the motion to accept the minutes of 04/13/10 .  George Burke and John Stead unanimously seconded the motion.  The motion passed by unanimous vote.  

4.     Discussion of report by George Burke and Lee Riechel  

John Stead said he thought the report was good.  

Gerald Wasserburg directed George Burke to create a "heads-up" document to the City Council for moving driveways into the Planning Department and out of the Road Department.  

The Workgroup discussed placing George Burke 's document before the City Council.  

Lisa Ekelund suggested the information is brought before the CCI members before it is forwarded to the City Council or the Planning Commission.  

George Burke said as it is, the Road Department has no jurisdiction over private property.  

Lee Riechel said "C" is fine but he thinks the last part of the sentence should include "as complete."  

David Bellemore said the 500 square feet is too restrictive.  David said the 1200C is for erosion.  David said they still need a stormwater BMP.  

George Burke said he agrees with David Bellemore that the 1200C is for erosion.  George said it is also for stormwater events during construction.  

Gerald Wasserburg spoke of the minor changes he would like as to what Lee Riechel wrote.  

George Burke said Gerald Wasserburg 's suggestions make sense.   

John Stead said the City did review a prior stormwater management ordinance and questioned if they should possibly review it to make it fit the needs of today.  

Gerald Wasserburg disagreed with John Stead 's suggestion.  

Lee Riechel said they need to identify the other levels other than the four different land divisions currently listed in the code.  

David Bellemore said if an engineered plan is required for something that is 500 square feet, it should be required for anything larger.  

Gerald Wasserburg called for a recess at 3:03 p.m.  

Gerald Wasserburg called the meeting back to order at 3:08 p.m.  

George Burke said he would like the document to include partitions under item "E".  

The Workgroup discussed future items to be included and/or deleted to the documents.  

5.     Assignment of tasks  

Gerald Wasserburg directed George Burke and Lee Riechel to re-write their document to narrow down the items regarding partitions so as not to include partitions and not to use the 1200C as the basis for stormwater management.  

Gerald Wasserburg directed George Burke to make recommendations to the City Council for moving driveways into the Planning Department and out of the Road Department.  

Gerald Wasserburg directed John Stead and David Bellemore to go over the BMP document and present the key items at the next meeting.  

6.     Adjournment  

There being no further business to come before the Stormwater Workgroup , David Bellemore made the motion to adjourn.  Lee Riechel seconded the motion.  The motion passed by unanimous vote.

  Gerald Wasserburg adjourned the meeting of the Dunes City Stormwater Workgroup at 3:50 p.m.

 The next meeting of the Stormwater Workgroup will be held on Tuesday, May 11, 2010 at 2:00 p.m.  

The proceedings of the Dunes City Stormwater Workgroup meeting were recorded on tape, and are on file at City Hall.  Upon approval by the Stormwater Workgroup , these minutes will be available online at www.dunescity.com
