1. CALL TO ORDER

The meeting of the Dunes City Council was called to order at 1:04 p.m. by Mayor Eric Hauptman.  Roll call was taken by Greg Perkins, City Recorder.

Councilors Present: Mayor Eric Hauptman, Councilor Bob Petersdorf, Councilor Peter Howison, Councilor John Scott, Councilor Susie Navetta, Councilor Richard Koehler. Councilor Curran was not present.

Others Present: City Recorder Greg Perkins, and by telephone, Attorney David Allen.

2. PLEDGE OF ALLEGIANCE  

The Mayor and the City Councilors joined in the Pledge of Allegiance.  

3. ADJOURNMENT TO EXECUTIVE SESSION

The Mayor adjourned the meeting for the Councilors to adjourn into Executive Session.

4. ADJOURNMENT FROM EXECUTIVE SESSION

The Mayor adjourned the Executive Session at 7:45 pm and the Council went to regular session.  

5. REGULAR SESSION

A. LUBA Appeal

The Mayor began the regular session of the meeting at 7:45prn. He asked City Recorder, Greg Perkins to read the findings.

Mr. Perkins read the proposed motion that the City attorney will notify that the City is discontinuing its legal representation on the appeal and its not going to be submitting a response prior to LUBA rendering its position.  

Mayor Hauptman asked for a motion. The motion was made by Councilor Scott and seconded by Councilor Petersdorf. After vote the motion passed unanimously.    

B. Ordinance 173

Councilor Koehler wanted to give a synopsis of Ordinance 173 that the City was going to include definitions and some additional clarification so there would be no room for loopholes. He said this would be done by the end of the month.

C. Ordinance 197

Councilor Koehler said he would appreciate a first reading on Ordinance 197.

Mr. Perkins discussed the options to read as to title only or the whole ordinance.

Councilor Koehler then moved to make a motion to read Ordinance 197 by title only.

Mayor Hauptman said this ordinance would replace resolution 05-12-06 (a) and continue the water quality control committee. He then read the ordinance aloud.

City Recorded stated there was a motion to move still standing by Councilor Koehler. Councilor Navetta seconded and after vote; the motion passed unanimously.

D. Corrections

Mayor Hauptman asked if anyone had any changes.

The Council discussed corrections to the terms of the offices to be more specific and that they should be 1 year.

Councilor Petersdorf said on page two (F), it should include the Road Commission. He also said he wants the meeting dates to be set in stone. He also said it should say people who reside in Dunes City are allowed to be on committees.

The Council discussed term limits and definitions of such.

Councilor Koehler moved to adjourn the meeting it was seconded by Councilor Petersdorf and third by Councilor Scott. The Mayor asked for a vote and Councilor Navetta opposed to adjourn. She said the public hearing meeting opening statement from the Mayor wasn't discussed.  Mayor Hauptman asked Mr. Perkins where the paper was and he said it was not available at this time because of scanner malfunction.

6. ADJOURNMENT

Mayor Hauptman adjourned the meeting at 8:16 pm .
