1. Call to order

Mayor Eric Hauptman called the Special Session of the Dunes City Council to order at
6:00 p.m.

2. Roll call

Roll Call was taken by Fred Hilden, City Recorder.

Present: Mayor Eric Hauptman, Councilor Richard Koehler, Councilor Susie Navetta, and Councilor Rebecca Ruede.

Absent: Council President Peter Howison, Councilor Jamie Mills, and Councilor Troy Sathe
& Excused

Also Present: Fred Hilden, City Recorder.

3. Pledge of Allegiance

All who were present stood for the Pledge of Allegiance.

4. Approval of the agenda

Councilor Ruede made a motion to accept the agenda as proposed. Councilor Koehler seconded the motion. The motion passed by unanimous vote.

8. New Business

● Resolution Series 2010, No. 3 (07-26-2010), a Resolution Certifying Dunes City Provides Four Municipal Services Enumerated In Section 1, ORS 221.760

There was a brief discussion by Council regarding the nature of the four services provided by Dunes City, mostly focusing on storm sewers.

Councilor Ruede made a motion to adopt Resolution Series 2010, No. 3, a Resolution Certifying Dunes City Provides Four Municipal Services Enumerated In Section 1, ORS 221.760. Councilor Koehler seconded the motion. The motion passed by
unanimous vote.

● Resolution Series 2010, No. 4 (07-26-2010), a Resolution Declaring the City’s Election to Receive State Revenues (ORS 221.770)

Councilor Ruede made a motion to adopt Resolution Series 2010, No. 4 (07-26-2010), a Resolution Declaring the City’s Election to Receive State Revenues (ORS 221.770). Councilor Koehler seconded the motion. The motion passed by a vote of 2 ayes and 1 nay (Councilor Navetta).

9. Adjournment

There being no further business to come before the City Council, Councilor Koehler made the motion to adjourn the meeting. Councilor Ruede seconded the motion. The motion passed by unanimous vote.

The Special Session of the Dunes City Council adjourned at 6:16 p.m.

The next scheduled meeting of the Dunes City Council is to be held on August 12, 2010 at 7:00 p.m.

WHEREAS, ORS 221.760 provides as follows:

Section 1. The officer responsible for disbursing funds to cities under ORS 323.455, 366.785 to 366.820 and 471.805 shall, in the case of a city located within a county having more than 100,000 inhabitants according to the most recent Federal decennial census, disburse such funds only if the city provides four or more of the following services:

(1) Police protection; (2) Fire protection; (3) Street construction, maintenance, and lighting; (4) Sanitary sewer; (5) Storm sewers; (6) Planning, zoning, and subdivision control; (7) One or more utility services

and

WHEREAS, City Officials recognize the desirability of assisting the State Officer responsible for determining the eligibility of cities to receive such funds in accordance with ORS 221.760.

NOW THEREFORE BE IT RESOLVED that the City of Dunes City hereby certifies that it provides the following four municipal services enumerated in Section 1, ORS 221.760:

(1) Fire protection;

(2) Street construction, maintenance, & lighting;

(3) Storm sewers; and

(4) Planning, zoning, and subdivision control.
