1.      Call to Order

 

Mayor Rebecca Ruede called the meeting of the Dunes City Council to order at 5:05 pm .

 

2.      Roll Call

 

Roll Call was taken by City Recorder Fred Hilden .

 

Present:    Mayor Rebecca Ruede , Council President Jamie Mills, Councilor Duke Wells , Councilor Troy Sathe , Councilor Richard Koehler, Councilor Dick Anderson and Councilor Ed Scarberry.

 

Also Present:  City Recorder Fred Hilden and Amy Bartlett.

 

3.      Pledge of Allegiance

 

All who were present stood for the Pledge of Allegiance.

 

4.      Approval of the Agenda

 

Councilor Scarberry made a motion to approve the Agenda as presented. Council
President Mills seconded the motion. The motion passed by unanimous vote.

 

5.      Citizen Input - None

 

6.      Executive Session

 

A.     Held pursuant to ORS 192.660(2)(h), consultation with legal counsel.

 

Mayor Ruede adjourned the Dunes City Council meeting to go into Executive Session
at 5:07 pm .

 

Mayor Ruede closed the Executive Session at 6:20 pm .

 

Mayor Ruede called the Special Session of the Dunes City Council back to order at 6:23 pm .

 

 

 

7.      Unscheduled Items Not Listed On The Agenda

 

Council President Jamie Mills stated she was contacted yesterday by Mark Chandler regarding a semi-truck that was broken down by Woahink Lake . There was some oil spilled and she contacted the City, Siuslaw Watershed Council, Fire Department, ODOT, and sent pictures and measurements to DEQ. Mayor Ruede stated that she also observed the spill and the City was going to have ODOT handle the problem.

 

Councilor Sathe requested future discussion on how to direct staff on what the Council wants to see on the minutes. Mayor Ruede explained that if any Councilor has a problem with the minutes that they bring up those problems during the Dunes City Council meeting. Council has the right to approve the minutes as presented or approve as corrected. City Recorder Fred Hilden stated that prior to him taking the City Recorder position the Council would spend 30 or 40 minutes on corrections to the minutes at every Council meeting. He added that after he took the City Recorder position in April of 2010, eleven months of the minutes were approved as presented. Since that time, the City Council only sent back two sets of minutes for minor corrections. If the Council has a problem with any of the minutes Staff is more than happy to make those corrections.

 

There being no further business to come before the City Council, Councilor Anderson made a motion to adjourn the meeting.  The motion was not seconded and no vote was taken.

 

Mayor Ruede adjourned the meeting of the Dunes City Council at 6:32 pm .
