DUNES CITY ROAD COMMISSION

REGULAR MEETING

A.                 Call to Order and Roll Call  

The meeting was called to order at 6:30 p.m. by Bob Petersdorf.  Bob Petersdorf  called the roll call for this meeting.  

Present:         Bob Petersdorf, Bill Connel, David Persons, Linda Lauck, George McKenzie, Keith Herring , Jo Owen, and Patty Pennel were present.  

Absent:        Lee Reichel, Planning Commissioner, was absent  

 

B.         Approval of Minutes July 21, 2008  

Action           

            Bill Connell made a motion to approve the July 21, 2008  Dunes City Road Minutes as presented, Linda Lauck seconded the motion.  The motion was carried by 5 ayes, 0 nays and the Minutes were unanimously approved.  

            George asked that a correction be made to the page 2, paragraph one, line one. Ron Bretthauer has a v instead of a u and the spelling needs to be corrected.

D.           Unfinished/Old Business 

Bob included a packet on a review some of the vendors contacted to do our chip sealing. Bob contacted Mr. Nelson and they were unable to do any chip sealing for Dune City until at least August of 2009. They have about 100 miles or so of roads to do for ODOT this summer and they have 100 or so miles of roads to do of their own roads. Bob contacted Don Laskey in Reedsport and he said they are interested in doing the chip sealing. Bob finally was able to talk to Stan and he is also interested. Bob then called Johnson Rock, LTM and a couple of other places. Bob talked to the City Council about going out for bids. McAllister will list all the roads and the type of rock we need to give to the interested parties. We will set a date for the bidders to meet here and drive the roads as a group, so every contractor can have a site review. This will most likely take all day. We would like to get the information back to Lane County to review in September.   

         Dale Middlestadt has cut across the Lake Blvd instead of going under the road. Road Secretary to send a letter to Dave informing him that he needs to bore under the road.  

            Roads will issue a right-of-way use permit to James Stroud immediately.  

            Linda had a question on our new Road Budget that was approved July 1st of this year. How are we keeping track of the money coming in from the road permits? Bob said that there is a line item and that Patty will need to keep track of the money we receive for the permits every month. She will report at the monthly meetings on how many permits came in for the month and the dollar amount for the Roads budget.  

            The Road Commission had a special meeting last week to discuss Jan Sandaval and the Building Department LLC issues. The meeting consisted of all the owners listed on the Building Department LLC. On Woodland Lane . Home owners have water lines running down Francis Bay Lane . Bob went Eugene and pulled out all the old subdivision maps, and found out that Francis Bay Lane is a city street. All these 20 or so lines have some lines in the wrong place and some are in the right place. When these water and electrical lines were put in they were inspected by the State of Oregon . They had the contract to do the electrical. In the meantime that was changed and turned over to Mortier Building . The only thing they can regulate through the statues is the electrical, they still can't regulate water lines, but the city regulates the water lines by going through the city right-of-way. So we have the jurisdiction. There are a couple of lines above the ground. Most of those lines are buried and we don't know where they are. None of the residents will commit to owning the exposed water lines and the lines need to be moved over to the right-of-way. As of now, some they are sitting on other property.  

The meeting didn't come up with any real solutions except for having the homeowners come together and try to work this out. Bob was very appreciative that so many of the people involved showed up for the meeting..

            Right-of-Way Placement Permits for the individuals as follows for Francis Bay Lane :         R0812 William J. Houston; R0813 Ken & Wan Platt; R0814 Jim & Janet Barnhart; R0815 Utigard; R0816 Harry Holton; R0817 Joe Naymola; R0818 Phillip Pinheiro.  These people all came in and were given an amnesty right-of- way permit to use the city street, Francis Bay Lane .  The Road Commission does not want to charge all these people, when some of these people have been using it for over 40 years.   

            Road Secretary to find out the correct street name for Francis Bay (Lane, Way or Blvd.)  

E.         New Business  

            Review of Driveway Permit (R0811)  received by the Roads Department  from George Hawes, 5701 Lakeview Drive , Lot #103.   

            George McKenzie made a motion to approve the permit and Linda Lauck seconded the motion. Ayes 5, nays 0.  

            A letter received from Henry G. Leach, 5573 Woahink Drive , regarding ornate telephone poles used as a retaining wall located in right-of-way. He wants the removal of the poles that were originally places there as a retaining wall. The poles have probably been in the ground for 40 or more years.  Removing the poles would only give Henry about a foot more right-of-way space. Committee would like to suggest that Henry widen his apron on the driveway.  

            Committee reviewed the request and believe that removing the poles would only give Henry Leach 6 or more inches of right of way and that the poles act as protection for the bank.  

            The Roads Commission received a thank you note from Jerry Curran for the fine road repair work we did at Shady Lane . The results were much appreciated.           

F.         Unscheduled Items Not Listed on Agenda  

Greengate Road has a gate that has been closed, but keys are offered to all residents as long as they sign a waiver of liability.

Fire Department said the gate is approved the way it is set up.

Keith raised the question that if the residents have been using the road for over 15 years, then shouldn't they have a legal right to that road?

Bob ran some roads for Keith this week.

Sign on Road Way needs to be put back up. We can eliminate the pole and tack sign on the big tree instead.

On Alder Lane off of Clear Lake , there is a dead end sign and post in the bushes off to the side. The sign needs to be put back up.  

Road Commission list needs to be updated. Jo Owen does not have a s on her name and the phone number for Dave Pearsons 1383 not 1388. Also replace Patty Pennel for Maria McConnel.  

Request a revised list of everyone in the Dune City Directory. Please put a new directory in the Meeting Packs.
