DUNES CITY ROAD COMMISSION

REGULAR MEETING 

 

1. Call to Order

The Road Commission meeting was called to order by Chairman Troy Sathe at 6:35 pm.

2. Roll Call

Roll Call was taken by Road Secretary, Selena Carter.

Present: Road Chairman Troy Sathe, Road Vice-Chairman Jerry Curran, Commissioner Henry Leach, Commissioner Jo Owen, and Commissioner Duke Wells.

Absent: Commissioner Mike Smith

Others Present: Road Secretary Selena Carter, Councilor Susie Navetta, Councilor Richard Koehler, George Burke, Ron Tucker, and Bill Sathe.

3. Pledge of Allegiance

All who were present stood for the Pledge of Allegiance.

4. Approval of the 07/19/2010 agenda

Commissioner Wells made the motion to accept the agenda of 7/19/10 as amended. Commissioner Owen seconded the motion. The motion passed by a unanimous vote.

5. Approval of the 06/21/10 meeting minutes

Commissioner Curran made the motion to accept the minutes of 6/21/10 as amended. Commissioner Wells seconded the motion. The motion passed by a unanimous vote.

6. Citizen Input - None

7. Announcements / Correspondence

Chairman Sathe said he would like to give kudos to Commissioner Curran for taking the 2011 Special City Allotment Grant to Salem on such short notice.

8. Unfinished/Old Business

· Report by Commissioner Curran and Ron Tucker regarding legality of street ownership.

Commissioner Curran stated that he and Ron Tucker are still researching the files and will be in the office on Thursday July 20, 2010. Commissioner Curran stated that they have found some roads that should actually be listed as public Dunes City roads but mistakenly, they are listed as private roads. Commissioner Curran stated that they have the documentation and a report will be presented at the next meeting.

· Discussion regarding property that is east of 5530 Woahink Dr. and property that is on the corner of Shirley Lane and Wright Road.

· The decision on 83940 Cloud Nine Road was made with Gary Rose for completion.

Commissioner Sathe stated that the decision was made for Gary Rose to day light the area where the ditch meets the culvert and it will be filled with river rock. Commissioner Sathe stated that it should at least slow the water down and the water will dissipate any of the mud into the river rock until it is full.

· Discussion on the Transportation Enhancement Program for Bike Paths and Trails.

Chairman Sathe stated that the Road Commission will not have enough time to apply for this grant right now and it is also very expensive. Chairman Sathe stated that it is something the Road Commission could look into for the future if the Road Commission could get a project that is shovel-ready.

Commissioner Owen made motion regarding future Parks and Recreation grants (Transportation Enhancement Program). The Parks & Recreation Committee needs to give the Road Commission in writing a proposed area that fulfills the following information; an all inclusive plan, that includes location, survey and engineering which will come out of the Parks and Recreation Committee budget. Commission Curran seconds the motion. The motion was passed by unanimous vote.

· Update on the provision/ordinance regarding the rights of the Vice-Chair to vote while acting as Chairman.

Chairman Sathe stated Dunes City Recorder, Fred Hilden has not had time to speak with the lawyer on this issue but he will give us a report next month.

· Dunes City Hall has received, and is in review of quotes for the survey of Foothill Drive & Francis Bay Lane.

The Road Commission would like to recommend to the Council to have Don Wolford survey the area of Foothill Drive and Francis Bay Lane.

The Road Commission would like to also recommend to the Council to have Don Wolford set the fourth pin on Francis Bay Lane at an additional cost.

9. New Business

· Report from Councilors Navetta & Koehler on Ocean Blvd.

Councilor Navetta along with Councilor Koehler presented their concerns to the Road Commission.

Commissioner Owen stated that they have spent many hours on this, there were town hall meetings and the Council did the ordinances. It seems to her that there were some things that needed to be followed through that were not followed through.

Councilor Navetta stated that it was her intention to bring it to the Council and on Chairman Sathe's suggestion that we bring it to the Road Commission because it was the Road Commissions jurisdiction.

Chairman Sathe stated that if the residents are not doing the proper parking in the road right-of-way that is the Road Commission's responsibility to make a recommendation to the Council. Where they are putting the wood in the road right-of-way it is their responsibility to let them know that it needs to be removed.

Commissioner Wells asked if the intent was to restore the area where the gravel is at. Is the intent to get it back to the natural state?

Chairman Sathe stated that the Road Commission can go down and take a look at the issue and let the residents know that if they don't agree to what they agreed to then we just might have to put signs up.

Chairman Sathe stated that he would like to have Selena and the staff can get all the documents to look at and towards the first week in August they can go look at it. August 5, 2010 at 5 pm the Road Commission will go take a look at Ocean Blvd. and make a report and give suggestions to the City Council with their recommendations.

· Kiechle Arm recording

Chairman Sathe stated that it might be as easy as just paying the $250 fee that was not paid. Chairman Sathe stated that Dunes City Recorder, Fred Hilden is looking into this issue with Lane County.

· Schedule time and date for an inspection at 83534 Clear Lake Road for a driveway & driveway access permit

The Road Commission decided that they will look at the property on July 20, 2010 at 5 pm.

10. Unscheduled Items Not Listed on the Agenda

Commissioner Curran said he would like to see a deer crossing sign placed on Clear Lake Road near the area of Huckleberry Lane and Shady Lane.

Commissioner Wells made a motion for Selena to contact the County to inquire about placing deer crossing signs in the area of Huckleberry Lane and Shady Lane, one going in the North direction and one going in the South. Commissioner Curran seconded the motion. The Motion Passed by unanimous vote.

Chairman Sathe said The Dyer Partnership has all the documentation for the 2010 Road Projects.

Chairman Sathe said the slurry seal will be towards the mid - end of August.

Chairman Sathe said the Fishmill Way project will be in September.

Commissioner Wells stated that he feels if the Road Commission is going to go look at a bare piece of property it's fine that the Road Commission takes a look at it but if the Road Commission goes to look at a property that is being occupied by tenants then he thinks it is good protocol to let the people know ahead of time that they are coming out.

11. Adjournment

There being no further business to come before the Road Commission, Commissioner Leach made the motion to adjourn the meeting. Commissioner Wells seconded the motion. The motion passed by unanimous vote.

The meeting of the Dunes City Road Commission adjourned at 8:05 p.m.
