DUNES CITY ROAD COMMISSION

REGULAR MEETING 

 

1. Call to Order

The Road Commission meeting was called to order by Chairman Troy Sathe at 6:35 pm.

2. Roll Call

Roll Call was taken by Fred Hilden.

Present: Road Chairman Troy Sathe, Road Vice-Chairman Jerry Curran, Commissioner Henry Leach, Commissioner Jo Owen, Commissioner Mike Smith and Commissioner Duke Wells.

Absent: None

Others Present: City Recorder Fred Hilden, Tom Bassett, Rich Bailey, Planning Chairman Lee Riechel, and Bill Sathe.

3. Pledge of Allegiance

All who were present stood for the Pledge of Allegiance.

4. Approval of the 08/16/2010 Agenda

Commissioner Smith made the motion to accept the Agenda of 8/16/10. Commissioner Wells seconded the motion. The motion passed by a unanimous vote.

5. Approval of the 07/19/10 meeting minutes

Commissioner Curran made the motion to accept the minutes of 7/19/10. Commissioner Leach seconded the motion. The motion passed by vote of 4 ayes and 1 abstain (Commissioner Smith).

6. Citizen Input

Lee Riechel ~ 83541 Jensen Lane ~ Dunes City

Lee Riechel stated that the reason he is present tonight is to announce that David Bellemore resigned his seat as the Planning Chairman. Lee Riechel stated that the Planning Commission decided he would be the best fit for the position. Lee Riechel requested that the Road Commission add Jensen Lane to the brushing list.

7. Announcements / Correspondence

Chairman Sathe stated that the permit on 83534 Clear Lake Road for a driveway & driveway access permit was actually an excavation permit.

Chairman Sathe stated that the Angeli permit was reviewed and looked at and signed off on.

Chairman Sathe stated that Commissioner Owen, Curran, and Sathe took a look at the Ocean Blvd. property as discussed during the City Council meeting and the only issue that arose for the Road Department is the firewood that is in the road right-of-way. That has since been taken care of. The berm that was taken down will be maintained.

8. Unfinished/Old Business

· Update on search for trailer by Commissioner Smith.

Commissioner Smith stated that he is still looking for a trailer and has a couple of prospects that he found.

· Discussion on the concern that Commissioner Leach has of Woahink Drive.

Dunes City Recorder, Fred Hilden stated that Gary from CLPUD is going to go take a look at the dead cedar tree on 8/17/2010.

· Update on the provision/ordinance regarding the rights of the Vice-Chair to vote while acting as Chairman.

Dunes City Recorder, Fred Hilden stated that he should be able to finish it up this month.

Commissioner Curran made a motion for Selena to send a written registered letter to Lane County to request the placement of deer crossing signs in the area of Huckleberry Lane and Shady Lane. Commissioner Smith seconded the motion. The motion Passed by unanimous vote.

9. New Business

· Discussion about dead cedar trees on Buckskin Bob.

Tom Bassett ~ 5446 Buckskin Bob

Tom Bassett discussed the trees that he believes are located in the road right-of-away. Tom Bassett pointed out the dead trees in the pictures that he provided. Tom Bassett asked if the larger trees could be topped at about 20-25' so they can leave the trunks there because they have a lot of woodpeckers that love those trees.

Chairman Sathe stated before the Commissioners go out and look at the trees on Buckskin Bob, the Road Commission would need to find out what right-of-way the City has. Then they can make a decision on something.

Dunes City Recorder, Fred Hilden suggested that the Road Commission schedule a meeting to look at the trees and have CLPUD look at the trees. If CLPUD makes a decision before the scheduled meeting then the Road Commission would not need to meet.

The Road Commission decided that they will meet on Friday, August 27, 2010 at 1:00 pm to look at the dead trees on Buckskin Bob.

 

10. Unscheduled Items Not Listed on the Agenda

 

Dunes City Recorder, Fred Hilden stated that we need to get our inspector out and have him look at 5517 Clearwater Cove and also to see if a permit has been issued or not been issued. We need to have a site visit.

Chairman Sathe stated that the first thing that needs to happen is to find out whether there is or is not a permit for the work that has been done. The Road Commission decided that they will look at the property on August 20, 2010 at 5:30 pm.

Chairman Sathe stated that he was out at the Dietzs property. The Dietzs are worry about people driving too fast in their marina and two customers have almost been hit. The Dietz's would like to see the Road Commission put some kind of speed sign or slow down sign on Ocean Blvd. The Dietzs want to put a white cross walk strip along the road.

Commissioner Smith stated that the Road Commission should check with ODOT and the regulations regarding install of a crosswalk and make sure that the Road Commission is not inviting other problems.

The Road Commission discussed placing a speed bump in the area.

Commissioner Leach stated he was asked to look into the drainage issue on Fir Street.

Chairman Sathe stated that the drainage issue on Fir Street is a separate contract from the slurry seal.

Chairman Sathe stated that the drainage on Fir Street will be the last project for the year.

Commissioner Owen asked about the fence on the Skeele property.

Chairman Sathe stated that once the surveyor goes out there on Wednesday we will know whether the fence is in Dunes City or Lane County.

 

Commissioner Wells stated he had a request from a family on Hilltop if the City could install a slow, children at play sign right before Petersdorf Park.

Commissioner Smith suggested instead of signs that we could paint on the road.

Commissioner Wells made a motion for Shawn Prociw (a resident on Hilltop) to purchase a speed bump that is approved by the Road Commission and have it placed on Hilltop. The Road Commission will purchase two slow children at play signs. One will be placed at the top of Hilltop and one at the bottom of Hilltop. Commissioner Curran seconded the motion. The motion passed by vote of 4 ayes and 1 abstain (Commissioner Smith).

Dunes City Recorder, Fred Hilden stated that the parking bumpers out front of City Hall are loose since the slurry sealing was done a year ago.

Commissioner Wells stated that he has a drill and will fix the problem.

Commissioner Owen made a motion for the Road Commission to buy a drill bit for Commissioner Duke Wells to fix the parking bumpers. Commissioner Curran seconded the motion. The motion passed by vote of 4 ayes and 1 abstain (Commissioner Smith).

11. Adjournment

There being no further business to come before the Road Commission, Commissioner Owen made the motion to adjourn the meeting. Commissioner Wells seconded the motion. The motion passed by unanimous vote.

The meeting of the Dunes City Road Commission adjourned at 8:11 pm.
