DUNES CITY ROAD COMMISSION

1.     Call to Order  

The Road Commission meeting was called to order by Road Chairman, Troy Sathe at 6:30 pm .  

2.     Roll Call  

Roll Call was taken by Road Secretary , Selena Carter.  

Present:    Road Chairman Troy Sathe, Commissioner Henry Leach, Commissioner Jerry Curran, Commissioner Mike Smith, and Commissioner Jo Owen.  

Absent:      Commissioner Duke Wells  

Others Present:    Selena Carter Road Secretary , Lee Riechel Planning Chairman, Mr. Bill Sathe, Mr. Ron Tucker , Mr. Bill Harris, Mr. Tom Bassett, Mr. Rich Bailey, Mr. Alan Montgomery, and Mr. Rex Wampler.  

3.     Pledge of Allegiance  

All who were present stood for the Pledge of Allegiance.  

4.     Approval of the Agenda

Commissioner Smith made the motion to approve the Agenda as presented.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

5.     Approval of the 12/20/2010 meeting minutes  

Commissioner Smith made the motion to accept the minutes of 12/20/2010 as presented.  Commissioner Leach seconded the motion.  The motion passed by unanimous vote.  

Commissioner Owen stepped down from her position and took a seat in the audience.  

Selena Carter swore in Henry Leach, Michael Smith, Bill Harris, and Ron Tucker to the Road Commission and they took their seat at the dais.  

 

Commissioner Tucker made the motion to nominate Jerry Curran for Vice-Chair.  Commissioner Smith seconded the motion.  The motion passed by unanimous vote.  

6.     Announcements / Correspondence  

Chairman Sathe announced the following:  

  • He thanked Jo Owen and Duke Wells for their time served on the Road Commission.
  • A trailer has been purchased.

Commissioner Smith stated that we had budgeted $1500 for the trailer and only spent $550.  He stated it was built last year and is not a rust bucket.  The trailer is 8’x10’.

  • There will be a discussion of the street vacation on Buckskin Bob.
  • There is a leaning tree off Lakeshore Drive .
  • The Woahink Drive "slow children" sign was removed.
  • The City received a response letter from Fishmill Lodges.

Chairman Sathe read an email written by Judy Bedsole dated January 6, 2011 .   

Commissioner Curran stated that the sign in question is not a commercial sign.  It is a non-authorized road traffic sign. It is not endorsed by the Road Commission and it was put in place by the land owners.  One, it is illegal and two, remove it.  

Commissioner Tucker asked if there was something else they could use to redirect traffic to go into their area.  

Chairman Sathe read an email from Fish Mill Lodges that asked 11 questions.  The Road Commission discussed the questions and answered them.   

Commissioner Smith stated that both of their responses to the letter dated December 23, 2010 were read into the record and responded to by the Road Commission during the Road Commission meeting on January 17, 2011 and none of their responses change the fact that the sign is in violation of the City Ordinance.  

Commissioner Curran made the motion for Mike Smith to draft a letter with Selena to send to Fish Mill Lodges.  Commissioner Tucker seconded the motion.  The motion passed by unanimous vote.  

Commissioner Smith made the motion that if the sign violation is not abated by the 45 day deadline which we gave them in a letter on December 23, 2010 that the sign be declared a nuisance and elevated to City Council for nuisance abatement.  Commissioner Curran seconded the motion.  

Commissioner Smith amended his motion to include that if at the 45 day deadline the sign is not removed that it be declared a nuisance they will be informed of that in writing through the letter that will be sent out by the Road Secretary and that every attempt will be made to put it on the February Agenda of the City Council meeting.  Commissioner Tucker seconded the motion.  The motion passed by unanimous vote.  

  • Response letter from Lane County regarding Foothill Drive

Chairman Sathe read the letter dated December 27, 2010 from Lane County on the update of the fence.  

7.     Citizen Input  

Rex Wampler ~ 83555 Clear Lake Road ~ Dunes City  

Rex Wampler stated that he is there to represent his sister who lives on Alder Lane .  He stated that the road was blacktopped several months ago and the City has not finished the blacktop in front of her house.  He stated that she fell on January 17, 2011 and he had to take her to the hospital to get checked out.   

Commissioner Smith asked Mr. Wampler what caused the accident.  

Chairman Sathe stated that this is something that has been contracted out to Leisure Excavating and they have not taken care of the issue.  Chairman Sathe stated that he has been talking with Leisure Excavating about every two weeks asking him when he is going to take care of it.  

Commissioner Smith asked if the slurry is higher than the other pavement and is it causing a tripping hazard. 

Chairman Sathe stated that no approaches were done on the left side of the road when the slurry seal was done; it was done on the right side only.    

Commissioner Smith made the motion that we require making Leisure Excavating complete all three projects within the next 30 days.  Commissioner Harris seconded the motion.  The motion passed by unanimous vote.  

Commissioner Smith made the motion to also send a letter to Leisure Excavating.   Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

Alan Montgomery ~ 83615 Clear Lake Road ~ Dunes City  

Alan Montgomery stated that he came to the Road Commission meeting tonight to introduce himself.  He has a subdivision in front of the City Council that has already gone through the Road Commission and Planning Commission about 4 years ago.   

The Road Commission continued with a lengthy discussion regarding the Montgomery Subdivision.  

8.     Unfinished / Old Business  

·        Update by Commissioner Curran and Ron Tucker regarding street ownership.

(Nothing to report.)  

·        Discussion of the dead cedar trees located on Buckskin Bob Road .   

Commissioner Leach discussed a bid from Leaning Tree for the removal of the dead cedar trees. 

Commissioner Tucker made the motion that we review the last recommendation by Leaning Tree and to choose this company instead of Tree Works to down the cedar trees on Buckskin Bob.  Commissioner Curran seconded the motion.  Commissioner Tucker retracted his motion.  Commissioner Curran retracted his second.  

Commissioner Tucker made the motion to put on hold the recommendation of the previous motion until the City Council decides on the vacation of Buckskin Bob and then review all the potential bids to remove the cedar trees.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

·        Review Master Road Plan.  

Chairman Sathe stated this item will be discussed during the next couple months of the Road Commission meeting.  

·        Discussion of street vacation on Buckskin Bob.  

Chairman Sathe stated this item will be brought forward to City Council in February 2011.  

9.     New Business

  • Stop sign vandalism – Henry Leach.

Commissioner Leach stated that he has not seen any more vandalism to any stop signs.  

10.             Unscheduled Items Not Listed on the Agenda  

Commissioner Leach stated that he will miss Jo Owen and thanked Commissioner Smith for finding the trailer.  

Commissioner Curran stated that he would like to thank the new Commissioners and thank Jo Owen for her time.  

Chairman Sathe stated that he would like to thank Jo Owen for her service with the Road Commission.  

Commissioner Smith stated that he would like to thank Jo Owen and Duke Wells for their time on the Road Commission.  He also welcomed the new Commissioners to the team.  

Commissioner Harris stated that he is excited to participate on the Road Commission.  

Commissioner Tucker state that he is looking forward to working on the Road Commission.  

Lee Riechel stated that it is nice to see a full bunch on the Road Commission.  

11.            Adjournment  

There being no further business to come before the Road Commission, Commissioner Tucker made the motion to adjourn the meeting.  Commissioner Harris seconded the motion.  The motion passed by unanimous vote.  

The meeting of the Dunes City Road Commission adjourned at 8:40 pm .
