DUNES CITY ROAD COMMISSION

1.     Call to Order  

The Road Commission meeting was called to order by Road Chairman, Troy Sathe at 6:30 pm .  

2.     Roll Call  

Roll Call was taken by Road Secretary , Selena Carter.  

Present:    Road Chairman Troy Sathe, Commissioner Henry Leach, Commissioner Jerry
Curran, Commissioner Mike Smith, Commissioner Bill Harris, and Commissioner Ron Tucker .  

Absent:      None  

Others Present:    Selena Carter, Road Secretary and George Burke, Planning Commissioner  

3.     Pledge of Allegiance  

All who were present stood for the Pledge of Allegiance.  

4.     Approval of the Agenda

Commissioner Smith made the motion to approve the Agenda as presented.  Commissioner Leach seconded the motion.  The motion passed by unanimous vote.  

5.     Approval of the 1/17/2011 meeting minutes  

Commissioner Smith made the motion to accept the minutes of 1/17/2011 as presented.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

6.     Announcements / Correspondence  

·        Discussion on Street vacation on Buckskin Bob  

Chairman Sathe stated the vacation on Buckskin Bob was brought to City Council in January and it was moved forward to go to a public meeting.   

Commissioner Curran stated he thinks that if the City is going to give the vacation of Buckskin Bob away that we need to negotiate something instead of just giving it away for free.  He doesn’t think it is in the best interest of Dunes City to give the land away.  If we can negotiate it and get some treasury out of it then he likes the idea.  

Commissioner Leach stated he agrees with Commissioner Curran that we shouldn’t give the vacation of Buckskin Bob away.   Commissioner Leach stated he is opposed to selling it because he thinks it is valuable land for the City to own because it is accessible to the lake.  

Commissioner Smith stated he thinks the land is safer in the hands of the City because someone could just ignore the rules and do what they want.   

George Burke stated he is totally against the vacation of Buckskin Bob .  

Commissioner Smith made a motion to recommend to the City Council to deny the vacation of Buckskin Bob .  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

·        Leaning tree off Lakeshore Drive  

Selena stated the trees have been trimmed.  (not done by Dunes City )  

7.     Citizen Input  

None  

8.     Unfinished / Old Business  

·        Update by Commissioner Curran and Ron Tucker regarding street ownership.

Commissioner Tucker stated he has been going through the files.  He handed out two documents and the first document is the Road inventory document and the other document is in the master road plan.  He is going to reconcile the two documents into one.  

Chairman Sathe stated Chet’s trail and Dorothy Lane should be under the City because it was required to take those from a Supreme Court decision because the City paved the roads.   

Chairman Sathe stated Gary Baker will present an updated pavement management system at the March Road Commission meeting.

·        Review Master Road Plan  

Commissioner Smith stated he thought The Dyer Partnership was supposed to review the Master Road Plan and see where changes need to be made. 

Chairman Sathe stated that Dyer Partnership wanted the Road Commission to go through it and give them a few guidelines of where we think it needs to be changed.  

Chairman Sathe stated both The Dyer Partnership and Gary Baker are willing to bid on the re-write of the Master Road Plan.             

George Burke stated the City just found out according to the charter that the Road Commission , Planning, nor the City Council can enforce fines and fees for the City.  He said that it may be required to have our City charter be re-written.   

Commissioner Curran stated the Master Road Plan is actually a guide.  

Commissioner Tucker made the motion to delay the process of the Master Road Plan until next month.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

9.     New Business

  • Vegetation and Tree Removal (Right-of-way Use Permit) David & Esther McLaughlin

Commission Leach, Commissioner Curran, and Commissioner Tucker will go look at this property for the permit on Tuesday, February 22, 2011 at 4 pm .  

  • English Laurel growing over the road at 5279 Hilltop

Chairman Sathe stated he can see the laurel growing but doesn’t see it as a big issue and it can be put on the trimming projects for next year.  

Commissioner Harris stated being the new person he was wondering if this is something that he could do since it is by his house.   

Commissioner Smith stated that we need to make sure the property owners are not on the no brushing list.  

10.             Unscheduled Items Not Listed on the Agenda  

Commissioner Leach stated he noticed that the gate is still up on the Skeele property and was wondering why it is still up.  

Commissioner Leach stated he is pleased to see everyone so cooperative.  

Chairman Sathe stated we have not heard anything new about the fence on the Skeele's property and that the Road Secretary will look into it next week.   

Commissioner Curran stated he called Gary Rose about Alder Lane where the lady fell.  Commissioner Curran was very impressed with how the situation was completed by Thursday, February 24th.   

Commissioner Curran stated he is happy with everyone's input, performance and willingness to do things.   

Chairman Sathe stated good job to everyone.  

Commissioner Smith stated the new sign on Little Woahink off from Canary is spelled wrong.   

Commissioner Harris noted that there was a culvert on Osprey Lane .  

Commissioner Smith stated maintenance of the culvert is maintained by the property owner and is a hazard.  

Commissioner Harris made a motion that we need to send a letter to the property owners on Osprey to let them know that their culvert needs to be maintained.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.   

Commissioner Tucker stated he is enjoying the Road Commission and it is a good working group.  

11.            Adjournment  

There being no further business to come before the Road Commission , Commissioner Tucker made the motion to adjourn the meeting.  Commissioner Harris seconded the motion.  The motion passed by unanimous vote.  

The meeting of the Dunes City Road Commission adjourned at 8:17 pm .
