DUNES CITY ROAD COMMISSION

1.     Call to Order  

The Road Commission meeting was called to order by Road Chairman, Troy Sathe at 6:32 pm .  

2.     Roll Call  

Roll Call was taken by Road Secretary, Selena Carter .  

Present:    Road Chairman Troy Sathe, Commissioner Henry Leach, Commissioner Jerry Curran, Commissioner Bill Harris , and Commissioner Ron Tucker .  

Absent:     Commissioner Mike Smith (excused).  

Others Present:    Selena Carter Road Secretary, Planning Chairman Lee Riechel and City Recorder Fred Hilden .  

3.     Pledge of Allegiance  

All who were present stood for the Pledge of Allegiance.  

4.     Approval of the Agenda  

Commissioner Curran made a motion to approve the Agenda as written.  Commissioner Leach seconded the motion.  The motion passed by unanimous vote.  

5.     Approval of the 3/21/2011 meeting minutes  

Commissioner Tucker made a motion to accept the minutes of 3/21/2011 as amended via email and with corrections stated by Commissioner Leach.  Commissioner Harris seconded the motion.  The motion passed by unanimous vote.  

6.     Announcements / Correspondence  

·        Discussion on Street vacation on Buckskin Bob  

Chairman Sathe stated we have nothing new to report.

Commissioner Tucker stated that he read an email about a modification to the street vacation.  

Fred Hilden stated the statute requires 2/3 of all the neighbors within 400’of the area being vacated have to approve it.  

Commissioner Leach stated that on the comprehensive plan Section K, coastal shorelines, Policy K-8 reads public access in coastal shoreland areas shall be retained or replaced when public property right of way or public easements are sold, exchanged or transferred.  

Fred Hilden stated that he has been talking with Tom Bassett about the modified vacation proposal that they have will not include any of the shoreland area because of the Comprehensive Plan and Dunes City Code, Chapter 155.           

·        English Laurel growing over the road at 5279 Hilltop  

Commissioner Harris reported that he cut some of the English Laurel down and took it to the dump.  He stated that there is so much brush you could stay on that road for months cutting it down.  

Commissioner Tucker stated at the February Road Commission meeting Gary Baker mentioned that he would be willing to chair a brain storming session.  Commissioner Tucker stated he would feel more comfortable on what to look for when going out and looking at the different streets.  

·        Update on Skeele property (playground lot 700)  

Selena read the current email exchange from Jennifer Paugh of Lane County and City Recorder Fred Hilden .  

Commissioner Tucker asked if Mr. Bozievich has contacted anyone at Dunes City .  

Fred Hilden stated he spoke with Mr. Bozievich on April 20, 2011 and he was concerned with the manner in which Florence processed a quitclaim deed for lot 700 to Dunes City .  

·        Trailer lights broken  

Chairman Sathe stated that over the weekend of April 9th the trailer lights were broken out and one of the security cameras was torn down.  

Chairman Sathe stated he went and talked to some of the parents in the neighborhood because they might know who the kids are on the camera.  

Fred Hilden stated that thanks to Chairman Sathe’s wisdom by talking to the parents, he thinks the parents networked together and came down to Dunes City Hall to look at the video tape that we had.  Fred showed the parents the tape and five kids were identified.  Fred stated that the kids agreed to pay for the trailer lights and do some community service for Dunes City .  

7.     Citizen Input  

Jamie Mills and Robin Mills addressed the Road Commission about some trees that would smash their home if there was an earthquake.  

Jamie Mills stated that she went to a training on Are You Ready, and during the training they strongly recommended that you walk around your house to see if there is anything threatening in the general vicinity that could be corrected that would help keep you safer in the event of an earthquake.  

Jamie Mills stated that during an earthquake in this area that the ground would shift to the east and west manner, along with trees, cars, and buildings.  Jamie stated that she did a walk around her property and there are two trees that would smash their house.  

Jamie Mills stated she would be willing to pay for the removal of the trees if the trees are in the Dunes City Right of Way.  Jamie stated she and her husband discussed this issue with their insurance company and they recommended that they go to Dunes City and request the removal of the trees.  

Chairman Sathe stated that he thinks the trees are in the Dunes City Right of Way and the Road Commission should go out and take a look at the trees.  

City Recorder suggested that Selena and Fred Hilden take a look at the plat map and determine who owns the trees.  

Chairman Sathe set a date for April 27, 2011 at 5 pm to go look at where the trees are located.  

Chairman Sathe read a letter from Joanne Hickey regarding a tree near Parkway Drive roads right of way. Chairman Sathe stated a site visit to the Parkway Drive location would coincide with the Mills site visit.  

Commissioner Tucker made a motion for the Road Commission to meet on Parkway Drive on April 27, 2011 at 5 pm to inspect some dangerous trees.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

8.     Unfinished / Old Business  

·        Update by Commissioner Curran and Ron Tucker regarding street ownership.  

·        Bid from Dyer Partnership & Gary Baker.  

Chairman Sathe gave Dyer Partnership a copy of the Master Road Plan.  

·        Update on Shady Lane & Laguna verification.  

·        Commissioner Leach stated there are some rotted trees on Wright Road that are in the Dunes City Right of Way.  

·        Commissioner Harris made a motion for the Road Commission to take a look at the trees on Wright Road on Wednesday, April 27, 2011 at 4 pm. Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

9.     New Business

  • 2011-2012 Budget recommendation to City Council.

Fred Hilden discussed the handout on the drafted budget.  

Chairman Sathe asked the Commission what their suggestion was on holding off the slurry seal for 2011-2012.  

Fred Hilden stated that he would like any input from the Commission by noon on Friday, April 22, 2011 .  

  • Trees on Parkway Drive by turnaround (by Joanne Hickey’s house).

10.             Unscheduled Items Not Listed on the Agenda - None  

11.             Final Comments  

Planning Chairman Lee Riechel stated there are five main sections in Chapter 155 to go through and review.   

Lee stated he would like to have someone on the Road Commission to stay in contact with the two people working on the zoning section and the partition section of Chapter 155.  

Road Secretary Selena had nothing to add.  

Commissioner Leach stated that he was outraged by the vandalism done to the Road Commission trailer.  If the insurance allows he would like to keep the trailer on his property.  

Commissioner Curran made a motion that we accept Commissioner Leach’s proposal, for safe keeping of this trailer on contingency that includes offsite insurance.  Commissioner Tucker seconded the motion.  The motion passed with 3 ayes and 1 nay (Commissioner Harris).  

Commissioner Curran stated that we accomplished a lot during the Road Commission meeting.  He stated that there should be some kind of input on where the road fund dividends are being invested. He stated that we need to speak to the Council about this and that the dividends should be coming back to the Road Commission. 

Commissioner Tucker stated, adding my part to the trailer incident, it was a good resolution, but let’s not forget that it did happen and vandalism is going to happen. To keep the trailer at Commissioner Leach’s place is a better solution.  

Chairman Sathe stated he was really happy that we were able to get the families of the children who vandalized the trailer together with the City and resolve the matter so quickly.  

12.             Adjournment  

There being no further business to come before the Road Commission, Commissioner
Tucker
made a motion to adjourn the meeting.  Commissioner Harris seconded the
motion.  The motion passed by unanimous vote.
 

The meeting of the Dunes City Road Commission adjourned at 9:45 pm .
