DUNES CITY ROAD COMMISSION

1.     Call to Order  

The Road Commission meeting was called to order by Road Chairman, Troy Sathe at 6:33 pm .  

2.     Roll Call  

Roll Call was taken by Road Secretary, Selena Carter .  

Present:    Road Chairman Troy Sathe, Commissioner Henry Leach, Commissioner Jerry Curran, Commissioner Mike Smith, Commissioner Bill Harris, and Commissioner Ron Tucker.  

Absent:     None  

Others Present:    Road Secretary Selena Carter, City Recorder Fred Hilden, Planning Commission Chairman Lee Riechel, Norman Martin and Bill Sathe.  

3.     Pledge of Allegiance  

All who were present stood for the Pledge of Allegiance.  

4.     Approval of the Agenda  

Commissioner Curran made a motion to approve the Agenda as amended.  Commissioner Smith seconded the motion.  The motion passed by unanimous vote.  

5.     Approval of the 6/20/2011 meeting minutes  

Commissioner Curran made a motion to accept the minutes of 6/20/2011 as amended.  Commissioner Smith seconded the motion.  The motion passed by a vote of 4 ayes and 1 abstain (Commissioner Smith).  

6.     Announcements / Correspondence  

·        Fir Lane update by Commissioner Leach  

Commissioner Leach stated he is not happy with Fir Lane .  Commissioner Leach handed out a drawing of Fir Lane .  He stated that the trench is totally useless and the engineering on it doesn’t really do the job that it was intended to do, because of the slope of the road.  He also stated he had a problem with the way the contractor did a sloppy job, and it is not done.  He stated that the road is a mess and he would not recommend that contractor again.  

There was a brief discussion on the engineer drawing and contractor work.     

Fred Hilden stated the first thing that needs to be done is to get the project finished before we bring in the engineers.  

·        Wright Road update by Chairman Sathe

Chairman Sathe stated that the Power Company removed the trees.  

7.     Citizen Input  

Norman Martin, stated he wanted to bring to the Road Commissions attention that at the northern end of Rio Drive roots are coming through the black top.  He stated that Rio Drive is 60’ wide and there is a lot of grass growing on the western side of the road.  He said the roots coming up through the blacktop are as bad as any road in town.   

Commissioner Smith stated he can go by there within the next several days and take some pictures.  He could take some pictures of the pavement so the Road Commission has an idea what the pavements condition is and pass them out online.  

8.     Unfinished / Old Business  

·        Skeele fence removal by City Recorder Fred Hilden  

Fred Hilden gave a brief explanation of a quit claim deed and explained that it seems like Lane County owns the lot.  

·        Right Turn Sign on Fish Mill Way  

Commissioner Smith stated he thought we sent out a letter that said if they didn’t remove the sign by a certain time then it would be elevated to the City Council as a nuisance.  

            Fred Hilden stated that was a true statement.  

Fred Hilden stated the last time we spoke with them, they were adamant about the fact that the sign was grandfathered, it was put in before the city code was ever here and they had no intentions of removing it.  

Chairman Sathe stated the rule changes and if you remove the old post then it nullifies the rule.  

Commissioner Smith stated that he believes that the grandfather clause exists for commercial signs and that is not a commercial sign, it is a traffic sign that is not legal under Dunes City Code for anyone to put on private property.

Fred Hilden stated there are some major issues with code enforcement and there is a code enforcement ordinance being written by the ordinance review committee.  

Fred Hilden stated the Mayor has told him that the August and September Agendas for the City Council meetings are locked in at the items that she has already specified.  

Chairman Sathe asked when we could see something about the code enforcement.  

Commissioner Smith made a motion to postpone the discussion on Right turn sign on Fishmill Way/Lake Blvd. until the September Agenda of the Road Commission meeting for that month, which will be after the City Council’s September meeting.  Commissioner Harris seconded the motion.  The motion passed by unanimous vote.   

·        Update by Commissioner Curran and Commissioner Tucker regarding street ownership  

Commissioner Tucker passed out a list of some street discrepancies and discussed his findings.   

There was a lengthy discussion on the findings.  

Fred Hilden commented street ownership is very important not only to the City but to the residents of the City that live on the streets within the City limits whether they are private or public.  Fred stated he is currently working with Selena trying to get to the bottom of a current updated list to present to the Road Commission for them to adopt.  

Commissioner Tucker stated that it is important that we end up with one list that everyone uses.  

Fred Hilden stated we have been working on the list for at least 7-8 months so we can publish what we have as known City streets, known private streets, and still in question and give the Road Commission that information at the next Road Commission Meeting.  

Commissioner Tucker made a motion to accept their challenge and change item C on the agenda to recurring business to indicate that Fred will provide a list that the Road Commission will be able to use forthcoming.  Commissioner Curran seconded the motion.  The motion passed with unanimous vote.  

·        Discussion on 2011-2012 Projects  

The Commissioners each gave a report on their assigned streets.   

Commissioner Tucker made a motion to extend the meeting and go view the sight at Leavitt Loop at 2pm on July 19, 2011.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

Chairman Sathe read the list of Roads that needs to have ditching done and they are Huckleberry, Erhart Road , Rio , Fir Lane and Tsiltcoos Drive between Osprey and Hilltop.  

Commissioner Smith made a motion to submit the list of ditching projects for the 2011-2012 year.  Commissioner Leach seconded the motion.  The motion passed by unanimous vote.  

·        Update on Buckskin Bob Road street vacation  

Chairman Sathe stated the City Council went with the Road Commission’s decisions and was approved.   

·        Green Gate Road Ad Hoc Committee update  

The City council determined that the Green Gate Ad Hoc investigation is over.  The ruling stands as is.  

·        Brush cutting schedule with Lane County  

The list for the brushing with Lane County is listed below:  

·        Second Arborist opinion – Parkway  

Chairman Sathe stated we have not had a second arborist opinion.  

Commissioner Smith stated he didn’t know much about the situation but discussed what he knew and asked why we need to have a second arborist opinion.  

There was a discussion about what the first arborist discovered.  

Fred Hilden stated Chairman Sathe already said that a second opinion is not required so it could be dropped from the Agenda.   

Commissioner Tucker made a motion to send a letter to the property owners saying that the trees are not going to be removed.  The trees were examined by a licensed professional arborist.  Should at some future point the trees cause a danger, the Road Commission will re-examine the request.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

·        Sectioned map of Commissioners road responsibilities  

Selena passed around a draft copy of what the sectioned Map will look like.  

·        Dirt pile on Leavitt Loop  

Previously discussed under the 2011-2012 projects.  

·        Brushing permits for 2011  

Selena passed out the list for the current brushing permits issued for 2011.  

·        Progress report on Master Road Plan  

Fred stated Gary Baker is putting together his work plan and would like to schedule a large part of the Agenda for the August 15, meeting.  He will have the Agenda which will include all the items that he would like for the Road Commission to be prepared for as part of his discussion and presentation.  

9.     New Business

·        Green Gate Road lights  

Selena read a note from Central Lincoln PUD as to when the Road Commission would like to have the street lights turned on at Green Gate Road .  

Commissioner Leach made a motion to have the lights turned on at Green Gate Road .  Commissioner Smith seconded the motion.  The motion passed by unanimous vote.  

10.             Unscheduled Items Not Listed on the Agenda  

Gene Stroud request for removal of berms at 82820 & 82836 Ocean Blvd.  

Commissioner Tucker made a motion we move this issue to the City Council without a recommendation.  Commissioner Curran seconded the motion.  The motion passed by unanimous vote.  

Commissioner Harris stated there is a big RV parked on Ka Teech that is parked the wrong way and wrong direction on the road.  

Chairman Sathe stated that they need to go out and deliver them a courtesy notice.  

11.             Final Comments  

Planning Commission Chairman Lee Riechel stated they are coming along with changes to Chapter 155.  He said the timing will be about right with the MRP.  He said all the Planning Agendas and Minutes that have to do with the code revision get sent to Commissioner Harris.   

City Recorder Fred Hilden had nothing to add.  

Road Secretary Selena had nothing to add.  

Commissioner Leach stated he is disappointed about the fiasco with Buckskin Bob and Skeele.   

Commissioner Curran stated he was happy to receive the spring newsletter.  We need to make sure that the public knows that we are doing good things in Dunes City .  He would like to see more of those come out and likes what he read.  

Commissioner Smith had nothing to add.  

Commissioner Harris had nothing to add.  

Commissioner Tucker had nothing to add.  

Chairman Sathe said he would like to thank everyone for going out and doing a good job on the reporting of their streets.  

12.             Adjournment  

There being no further business to come before the Road Commission, Commissioner
Smith
made a motion to adjourn the meeting.  Commissioner Harris seconded the
motion.  The motion passed by unanimous vote.
 

The meeting of the Dunes City Road Commission adjourned at 9:29 pm .
